India knows how to make surface ships and does not have spare capacity to make more. India did not know how to make subs so France had to make them in India so that India could learn how to make subs :D

Pipavav has recently tied up with a British company. Pipavav has good infrastructure in their yard.

Pipavav is an option but thanks to govt indifference to any private sector manufacturing a complete platform, pipavav is stuck to making commercial ships. Ditto with LnT. We have discussed about these two yards many times.
