It's possible to bring manufacturing back to USA by adapting new methods of production.
Yes and No.
It is possible to bring some assembly level manufacturing to USA (and west) but component level manufacturing from raw materials is a different story.
We have to understand that manufacturing itself is a very messy process. It creates lot of pollution, requires ton of energy and manpower. Yes certain type of assembly can be done like how Tesla assembles their cars in USA. All the parts that goes in their car such as battery, electronics, rubber, glass, metal panels, etc, comes from foreign makers mostly from China. So when they say they want to completely remove or reduce outside dependence and make stuff 100% in America, it is lot difficult to do than say.
It is possible but they would have to completely redo their environment policy, energy policy, labour laws, tax regime and much more. Also such measures will have major impact on society so they will also need to create public consent for such major changes. Rightnow they aren't doing any of that instead doing opposite. Climate agreement, green new deal, minimum wage increase, gov handouts, blocking major energy pipelines, increased corporate tax etc.
Many dacades ago it was decided by western elites that manufacturing is a trivial process. Its messy and dirty, people who work in such jobs have low income so its not suitable for elite westerners. They decided to outsource such jobs to lower countries and they themselves pursued service economy. The idea was that westerners would sit in some AC office create designs of new products and outsource the dity manufacturing process to others. Thus they will enjoy lot of money and a clean environment without doing the dirtywork. Major companies supported this idea because it was good for their profit margins also it gave them global presence and a bargaining power with the govs of various nations.
However this service economy utopia started failing as manufacturing nations started generating in-depth knowledge of products that they where manufacturing. Skilled workers who produced products based on Western designs started copying, improving and making their own products for cheap thus competing with goras. Japan was first to do this. After seeing japanese companies completely dominating markets worldwide, westerners started crying same tune, "bring manufacturing back". However it was too late and resulted into destruction of America's industries namely auto and home appliances. Instead of learning from it they double downed on the same path thus giving away more to other countries such as Taiwan, SoKo, China, Vietnam, India, Mexico, Brazil, Thailand etc. Out of all these China benefitted the most as there are many other reasons but mostly it was CCP who saw opportunity and jumped on it at the right time.
Now again we are hearing same cries from some people in west about China's manufacturing powers. However IMO this too will be ignored as it doesn't suit agenda of profiteers and leftists policymakers. Even their general public has office job aspirations and are not interested in getting their hands dirty.
So what will happen? American policy makers will support some minor assembly level work just like Trump did. They will lable it as return of manufacturing to USA. Seeing assebled in USA logo will keep locals happy. China and USA will make a trade deal that will reduce some trade deficit. Meanwhile the business will run as usual in the background.
In long term American companies will lose so much to Asians and others that they will simply wouldn't be able to compete. The Detroit story will repeat but this time nationwide. Slowly Americans will lose their office jobs to others. Their economy will be devastated. They will slowly fall into irrelevance. Unless there is some major course correction in this dacade, This will be their fate.
Who knows maybe 50 years from now some rich Asian country will start outsourcing manufacturing to poor Americans desperate for any jobs. Maybe then manufacturing will finally return to UassA.
