Russia allows "second citizenship". You can be a Russian citizen and US citizen at the same time. You can carry both passports.
Russian "Dual Citizenship" is a totally different thing.
Giving dual citizenship is a function of the Indian state . It means you would have the rights of a citizen of india . The Indian state enforces such rights and that is where ' it comes from".
