Looks a lot like Deltas of Russia, probably got the blueprints....no wonder Russians can pull some strings on us but better than being stuck in "indigenous" decades. Whatever gives us a legup we should go for it. If its truly indigenous without any cheating then kudos.

Any timeline for S4 and S4* commissioning? If launched in 2021, it should be ready for commissioning by around 2025. But the article says still "under construction", which im assuming is "outfitting".

They are probably in service. Commissioning will not be announced for quite some time.
First 2 are, even without official commissioning. But we haven't seen the 3rd one sail much, even with Satellite images..
