barrel wear ,
steel core bullets are not great for the barrel
also they can be an overpenetration hazard as you don't always want bullets to pass through everything .
also they don't expand inside the body as much as lead core as they don't deform easily , this leads to less internal damage and bullet generally passes through .

here they are talking about steel case ammo , steel case ammo and steel core ammo are two different things .
In steel case generally the projectile in itself is the same as brass case just the shell is made of steel instead of brass , it is generally done to reduce cost .

In steel core ammo , the core of the bullet which is generally made of lead is made of steel .

Multitude of factor.
1- Steel core bullets are much more expensive then lead core ones because of manufacturing cost.
2- Like depleted uranium anti tank rounds, they are used for specific purpose only.
3- If it comes to general war fighting, antimonial lead bullets are much more deadlier then steel core ones.
