ACs are essential for power projection and blockades. 5-6 aircraft carriers means Indian navy expanding beyond IOR.

And off course, ACs don't come alone and need aircraft, submarines, FFGs and DDGs in CBG and it's an indication of increasing defense budget significantly soon even if 6 ACs don't arrive in 20 years.
