I wonder if a simpler route would be to simply deny medical visas to Pakis and the ungrateful Kanglus. At the very least to all the non-paying free treatment specimen like this case. Something like that can (probably) done with some internal administrative rules in the MEA and wouldn't need to be legislated, nor can visa decisions be appealed in courts
