The Indian EAM did not suggest laxity, he said that they are allowing. The minister here confirms no laxity, thereby leaving only the conclusion of deliberate intent.
my usual process before forming an opinion on any country, is spending time ( weeks or months depending on size and complexity of the country ) watching the country as is (as opposed to news headlines tracking), to get to know how that country's systems operate.
same was done on canada a few years ago, one peculiar thing about canadian politics is that their ministers almost never give a straight answer even in their own internal matters, not in their parliament not in their press briefing, and trudeau's govt takes this to another level. brits too do this during tough situations, but with trudeau, it's disaster after disaster after disaster in their policy and governance, so his govt and ministers are permanently in crisis aversion mode.
